According to the theory of conflict, different actors such as governments and rebellious groups have differences over how society should operate. These differences result in conflicts, at different levels of society. When the conflict involves people violating laws, although short of warfare, then this would result in crime. At more extreme levels, conflict could escalate into warfare.
