In the aftermath of the Great Kanto Earthquake, the government of the Empire of Japan realized that they needed to reform certain elements of society. For example, new construction patterns were implemented which accentuated the importance of evacuation in the case of natural disasters. Citizens were also made more aware of how to conduct themselves in the case of such an emergency.
