In this lesson, you'll learn how to define a project resource management plan, discover the steps required to create a resource management plan, and explore why it's an important tool for the project manager.

What Is a Resource Management Plan?

A resource management plan is a tool project managers use to manage their resources. Typically, a resource management plan is used to manage the most important resource in every project: the human resource.

The Project Management Body of Knowledge, or PMBOK, a set of standards and guidelines in project management, defines project human resource management as a processes needed to effectively organize, manage, and lead project team. A project team is comprised of people with assigned roles and responsibilities for a project. Team members might be assigned full- or part-time to a project and each one can bring a certain amount of knowledge, skills, and abilities.

When the project manager develops a resource management plan, each resource is assigned a role and responsibilities. However, it is important to note that team members should be involved with planning. This allows resources to be engaged and can provide insight for the project that might be overlooked by someone other than a subject matter expert.

As previously noted, a resource management plan is important to a project manager because the plan helps manage the most valuable resource: people! Resource management plans will help project managers assign resources during a project and negotiate project members as they come on and off of projects.

Steps for Creating a Resource Management Plan

Let's look at the steps involved in creating a resource management plan.

Step 1

The project management team will create a work breakdown structure (WBS). A WBS identifies work activities and assigns resources to the activities.

Step 2

The project manager will create draft work documents, such as organizational charts, a responsibility matrix, roles and responsibilities documents, and a staffing management plan.

An organizational chart, also known as an org chart, is a pictorial representation of a project's hierarchy. It shows reporting relationships, both matrix and direct. Roles and responsibilities documents should discuss:

  • Role, which describes the function of the position or persons within a project.
  • Authority, which gives authority and responsibility to apply resources and make decisions regarding project deliverables and resources.
  • Responsibility, which assigns duty and work that a specific position or team member is required to complete.
  • Competency, which identifies a skill set and capacity needed to positively complete assigned work.

Finally, a staffing management plan shows when crew members start on a project, their duration on that project, and when they leave that project.
