Title 1 programs are implemented in at-risk areas that require specialized focus on the educational needs of children in these neighborhoods. Because Title 1 programs utilize government funds to raise the educational standard of an at-risk school, all teachers of the program must be qualified and certified by the Michigan Department of Education. This article discusses the requirements to earn a Standard Teaching Certificate to work as a Title 1 teacher in Michigan.

Step 1: Complete Education and Preparation

Teachers who work at a Title 1 school must possess the minimum requirement of a bachelor's degree in an education-related field from an accredited university. The education-related degree must include an MDE-approved preparation program that provides coursework in pedagogy methods and a clinical experience to get face-to-face experience in classroom teaching. This allows the candidate to apply for the Standard Teaching Certificate using the traditional route to certification. The MDE-approved program should also include six semester hours of reading courses for elementary teacher candidates and three semester hours of reading courses for secondary teaching candidates. Step 2: Complete Additional Requirements

In addition to earning an education-related degree with an approved preparation program, the candidate must fulfill other state-mandated requirements to achieve certification. All Standard Teaching Certificate applicants must take and successfully pass the Michigan Test for Teacher Certification. The test taken will be in the subject area of the candidate's desired certification to validate the candidate's competency in the subject area they wish to teach.

The next requirement that the MDE mandates is the successful completion of CPR and first aid training that is administered by an MDE-approved provider. The training should provide hands-on experience in both adult and pediatric resuscitation and first aid responses. A current list of MDE-approved providers that satisfy this requirement can be found on the MDE website.

Step 3: Apply for Certification

Once all requirements have been fulfilled, the candidate must apply for the Standard Teaching Certificate on the Michigan Online Educator Certification System (MOECS). The candidate is required to set up an account in order to complete the certification process. Once the MOECS account has been set up, the candidate will have access to complete the application process, submit the $160 application fee, view the status of the application, and renew the initial certification once it expires. Once the Standard Teaching Certificate has been issued, the educator may seek employment at a Title 1 school. The Standard Teaching Certificate is valid for 5 years. The certified teacher must complete 150 education-related professional development hours or earn a master's degree or higher in order to qualify for renewal.
